		<description>An expert has been defined as someone from another ccuntry. But someone who recognizes that his opinion will be taken as the basis of action has an ethical responsibility not to give those opinions lightly. Indeed, a wise expert will defer to a more knowledgeable expert on a specific topic when circumstances call for that action. I learned this hard lesson from sad experience.
